United Nations Development Program (UNDP), and the GEF is seeking a suitable
qualified candidate or firm to carry out a consultancy to review and update planning regulations to align with the Antigua and Barbuda

Physical Act, 2003 (No. 6 of 2003).

The SIRMM project through its Outcome 2 has been conducting capacity building

activities to strengthening the institutional capacity. In collaboration with the DCA the
SIRMM Project has conducted a review and update of the 2000 draft of the National
Physical Development Plan (NPDP). The project has identified critical gaps in the
capacity of the DCA to implement both the PPA, 2003 and the NPDP 2011.

This consultancy will review the existing Antigua and Barbuda Land Development and
Control Regulations, 1996 (No. 20) and regional (Organization of Eastern Caribbean
States (OECS)) physical planning regulations e.g. the St. Kitts and Nevis and Anguilla
models. Additionally, the consultant should review the legislations that govern land use
in Barbuda that were crafted out of the Antigua and Barbuda PPA, 2003 as well as any
other policies related to land use in Barbuda. The consultant will conduct an integrated
analysis of these models and adapt them to suit the local situation.

The consultant should also review the draft NPDP 2011, and ensure that the framework
policies outlined in it are reflected in the new regulations. The development of the regulations should be done in a consultative and participatory
